▪️The ruler enforces a ‘money only’ policy for Zakaatul Fitr▪️
Our Shaykh, Muhammad ibn Hizaam -may Allaah preserve him- was asked the following question:
What if the ruler obliges people to pay Zakaatul Fitr using money?
He must give it to him using money. If he is able to also give food, then we advise him to do so, and he should give the money with the intention of voluntary charity. If he is unable to give food, the sin rests on the ruler; that is if the ruler enforces this policy based on his own whims and desire, but if he based this on his own Ijtihaad, or that of a competent Mujtahid, then there’s no sin upon him. So you hand him your Zakaatul Fitr as instructed, but if you yourself hold this opinion to be invalid, then you should give food in its place.
