Is a person allowed to wipe over his socks if he is travelling for a sinful purpose?

The questioner says: Can he wipe over his socks if he travelling for a sinful purpose?

Some jurists said that it is not permissible, because this is a relief and a concession given by the Sharee’ah, which someone seeking to disobey Allah does not deserve.

However, the stronger opinion is that the concessions offered to a traveller apply even to the one travelling for a sinful purpose. So despite his sinning, all the concessions still apply; whether it be breaking the fast during Ramadhan, shortening the prayers or wiping over the socks for three days and three nights (i.e. 72 hours).
