Our Shaykh Abu Bilaal Al-Hadhramy- may Allah preserve him- was asked the following question on 16th Sha’ban (9th April 2020):
Question:
The Questioner says: Do you advise secretly praying in congregation inside the masjid, if possible?
Answer:
There is nothing wrong with them praying in the masjid if no harm will befall them if they are found out and they are not frightened of that.
So they may pray in the masjid if they are able to and there is no (sin) upon them in sha Allah.
This is not from disobedience to the ruling authority as has preceded. Whoever wants to portray the matter to be one of disobedience then he is mistaken and sinful to Allah سُبْحَانَهُ وَ تَعَال
